I now plead for a British policy in China based upon present facts as they are known to bes and especially in respect of Hong Kong I urge that His Majesty's Government and the Hong Kong Government should negotiate as to the manner in which full recognition can best be given to whatever Government may from time to time actually exercise undisputed authority in Kuang-tung.
